Community Development Block Grant
A Federal Grant Program
The Administration, Planning, and Finance Departments manage the Town’s Community Development Block Grant (CDBG) program. This federal grant program is made available for select cities, referred to by the U.S. Department of Housing and Urban Development (HUD) as "Entitlement Communities," to benefit low- and moderate-income individuals and families.

2018-19 Consolidated Annual Performance Evaluation Report (CAPER)
As an Entitlement Community receiving annual grants on a formula basis from the HUD, the Town is required to craft and submit a year-end report, known as a Consolidated Annual Performance Evaluation Report or "CAPER," to HUD upon the conclusion of each program (fiscal) year. The CAPER offers both a summary of program accomplishments and projects funded with CDBG funds and an assessment of progress toward meeting the priority needs and objectives identified in an Entitlement Community's 5-year Consolidated Plan (currently the 2015-2019 Consolidated Plan).
The CAPER for Program Year 2018-19 details expenditures and activities carried out with the help of CDBG funds by the Town between April 1, 2018, and March 31, 2019.
Copies of the 2018-19 CAPER are available and upon request at the Normal Public Library and Town Clerk's Office.
2019-20 Action Plan
As an Entitlement Community receiving annual grants on a formula basis from HUD, the Town is required to craft and adopt an annual action plan detailing the use of CDBG funds for any one program year. The Town's proposed 2019 -20 Action Plan describes the CDBG-funded projects and activities for the period between April 1, 2019 and March 31, 2020. This coming program year will be the fifth and final of the Town's current five-year Consolidated Plan (2015-2019).
The Town's annual entitlement grant for 2019-20 will be $398,148. In addition to the entitlement grant, the Town expects to have $2,000 in program income and approximately $80,221 in carryover funds from prior program years. The Action Plan was prepared in accordance with regulations established by HUD for CDBG entitlement communities.
The 2019-20 Action Plan includes the following goals and funding objectives:
- Public services, which include youth education and family activities at the Unity Community Center and homeless outreach services through PATH (Providing Access To Help), Inc. ($59,300)
- Down payment assistance to eligible, income-qualified home buyers to help foster affordable home ownership ($46,000)
- Street resurfacing and sidewalk reconstruction in eligible, low- to moderate-income neighborhoods ($275,420)
- Sanitary sewer improvements in eligible, low- to moderate-income neighborhoods ($57,185)

5-Year Consolidated Plan
As part of the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) program, the Town is required to submit a 5-Year Consolidated Plan detailing the proposed goals and objectives with respect to use of CDBG grant funds. The Consolidated Plan covers the period beginning in fiscal years 2015-2016 through 2019-2020. The Plan also includes the 2015-2016 Annual Action Plan which details the proposed goals, objectives, and projects for entitlement funding awarded for
Specifically, the Town has identified the following community development priorities and investment goals:
- Provide funding for public services for youth education which provide economic opportunities to residents, and fund homeless outreach services to help reduce homelessness and provide a suitable living environment.
- Provide funding for street resurfacing and improvements to maintain public infrastructure and create suitable living environments
- Provide down payment assistance to local home buyers to maintain local housing stock and reduce cost barriers to affordable housing.
- Provide financial assistance to homeowners for clearance activities to create suitable living environments and maintain local housing stock
- Provide funding for public facilities improvements, including those related to public transportation, to create a suitable living environment
- Provide funding for sidewalk and ADA ramp construction

2015-2019 Consolidated Plan
2014 Community Needs Assessment
The 2014 Community Needs Assessment was led by the United Way of McLean County, through collaboration with the Applied Social Research Unit (ASRU) of Illinois State University, students, and community members. Data collection methods included surveys, focus groups, key informant interviews, and analysis of community data. The goal of the assessment was to identify health and human services needs throughout McLean County, including needs specific to the Town of Normal.
